At this point, the Windows Vista logo displays and the default screensaver application starts. However, black screen remains until the time limit is reached for the screen-saver to start. The arrow pointer freely moves about the desktop when directed with the mouse. When booted in Normal mode, the Windows Vista scrolling bars are displayed briefly before the screen goes black with a white arrow pointer. In addition, pressing the F8 key does allow access to the expanded options including Safe Mode and the Repair options. When powered, it displays the BIOS screen allowing access to the setup screens as well as the boot device option. I have a neighbor's Dell Inspiron 531 desktop computer with a bootup failure.
